With respect to comment received on lines 11-24, I am not sure how to address and would appreciate comments. The document is supposed to target an audience that is not part of this process, nor necessarily educated about the electric system. Specifically, can a business manager (say for General Motors) justify to the CFO an investment in these standards if the CFO has no background to understand them?
