A distributed generator certainly can take on the roles of buyer and seller. If a distributed generator sells 2 MW forward of a given interval, it may later decide to buyback all or a portion of the 2 MW if the price is low enough.  And obviously a distributed storage device takes on the roles of buyer and seller at different times.
