As I 
understanding it the messaging layer would operate between communicating peer 
parties.  I assume that the evidence would need to be available to all the 
parties interested in a filing.  Hence the non-repudiation service I would 
suggest needs to be part of the filing structure.
 
Also, 
to clarify an Entity Seal is a form of XML Signature provided as part of 
the infrastructure rather than by the end user.
