Karl,

I've copied below two new requests to form TC Discussion Lists for 1.
Electronic Notarization and 2. Legislative Information.

For your information and review, as well as that of the Steering
Committee, I've also copied below the unvetted and totally unofficial
draft starting point for a possible odrXML Discussion List.  When the
appropriate non-LegalXML stakeholders have considered this and had
input, please let us know whether and how to proceed.  As you know,
the LegalXML Member Section would enthusiastically welcome those who
have worked on the existing odrXML standard

I thank you for your action on these requests to form two Discussion
Lists, and I hope that they develop into useful standards under OASIS

Electronic Notarization
--------------
(i) The requested name for the discussion list is "eNotarization TC
formation"

(ii) The scope of this discussion list is to explore the formation of
an Electronic Notarization Technical Committee under the LegalXML
Member Section of OASIS-OPEN, which would develop encryption-based
technology standards for the creation and sharing of
self-authenticating legal documents on the Internet, both within and
between legal entities and/or individuals.

While electronic signatures concern primarily legally binding
transactions in electronic commerce, the notarization technical
committee will focus on self-proving legal information of various
types in environments which rely wholly or partially upon automated
machine processes. The purpose of this committee is to develop an
agreed set of technical requirements to govern self-proving legal
information, crafted with particular attention to the historic
policies and underlying legal doctrines governing admissible and
inadmissible evidence in legal proceedings; the needs of legal
documents suitable for real estate acquisitions and sales; wills and
estates; affidavits and interstate judgments and court orders; and
related administrative documents such as automobile documents of
title; and to determine the suitability of such existing or emerging
standards as the W3C/IETF dsig to the requirements identified by the
committee; to abstract the common needs for self-authenticating legal
information on the Internet from both Anglo-American and civil law
jurisprudence; to put into context the historic requirement of
signature affixation in the physical presence of the notary
traditional in the paper world; and to produce a final technical
specification tailored to legal requirements which works in
conjunction with other existing and emerging technical standards,
particularly those being developed within the LegalXML initiative."

Legislative Information
--------------
(i) The requested name for the discussion list is "Legislative
Information TC formation"

(ii) The scope of this discussion list is to explore the formation of
a Legislative Information Technical Committee under the LegalXML
Member Section of OASIS-OPEN, which would develop standards for the
publication of and citation to legislative branch documents in XML.
This TC would build from the work done previously in LegalXML, Inc,
including at a joint U.S. Congressional and LegalXML public meeting on
this topic.

(iii) The three persons eligible for OASIS Technical Committee
Participation making this request are:

Online Dispute Resolution
--------------
(i) The requested name for the discussion list is "odrXML TC
formation"

(ii) The scope of this discussion list is to explore the formation of
an Online Dispute Resolution Technical Committee under the LegalXML
Member Section of OASIS-OPEN, which would develop standard syntax for
an XML language for Online Dispute Resolution - odrXML.  It is
envisioned that the standard would include a XSD used to validate the
syntax of XML documents used  for transmission and that the standard
would enable information interchange between different ODR systems
supporting a core data model intended to provide a basic yet complete
description of a single case. This TC would build from relevant work
done previously by the Joint Research Centre Online Dispute Resolution
Workgroup in association with the European Commission.
