We discussed 
the approval procedures on the call prior to your joining.  There was 
resistance to change, but I think we have some obligation to abide by the rules 
of the mother organization.
 
I recommended 
that we should  use the ballot procedure just recently provided by OASIS in 
KAVI to record approval of policy and discontinue the casual use of eMail, 
particularly an by eMail that says if you don't respond we will adopt this. This 
a flawed procedure that could allow a miniscule group of people to approve a 
Court standard. 
 
Several 
reasons:  We need to test it.   While this should not lower our 
expectations of consensus, it will provide a demonstration that official 
committee members cast actual ballots. This is a substantial evidence that the 
policy was seen by the committee and adopted by at least the consensus of a 
quorum.  I am still PO'd that we were referred to as a "Gang" on the floor 
of the the ABA House of Delegates.  Acting like a properly constituted 
standards body that is part of a global organization will give us more 
credibility with the Justice Community too.
 
I would like 
to place this notion on the agenda of the Steering 
Committee.
