John,

Thanks again for your fine report. This is excellent, as it provides the level of visibility that I believe will enable OASIS to be sure we are providing the right resources to enable your efforts to have a higher impact. I have a few comments/questions.

1. What is the status of the recommendation of a candidate consultant to work on supporting various TCs in the spec writing areas? I will need to be involved in the final contract negotiations with your recommended candidate as we have to have them sign a standards OASIS Consultant Agreement. I received an inquiry from IDEAlliance; but have not received a recommendation from the LegalXML MS SC.

2. I saw an email about a TC hiring a consultant (Betty Harvey) to facilitate at a TC meeting (in Washington DC), so we will need to discuss about having the desired consultant sign an OASIS Consultant Agreement, before arrangements are finalized.

3. How often do any of the LegalXML TCs have non-OASIS-members attend TC meetings? Please discuss with Jamie guidelines for facilitating the much needed input from external organizations. We want to encourage this, but must do so within policies.

"E-Notary Technical Committee ... In the third quarter, the TC had a meeting on August 17 in conjunction with the American Bar Association annual meeting. At that time the National Notary Association (250,000 members) attended as a special guest. " On the other hand, workshops (not formal TC meetings) are greatly encouraged to attract non-OASIS-members and should be communicated to Carol Geyer's staff for inclusion on the OASIS and XML.org events webpages. As deliverables near Committee Draft status, please work with staff to plan for appropriate Interop Demos and/or conformance testing services.

4. Please be aware of the OASIS Liaison Policy that governs submission of work created within an OASIS TC to any external organization. Staff are here to facilitate, not add roadblocks, but we do need to be informed and involved before submissions are made of OASIS TC deliverables to external organizations.

"Integration Justice Technical Committee ... plans to meet in in September to continue the work on the four current reference documents and eventually to submit them for consideration as official GJXDM reference documents."

5. Please have TC Chairs, reps or MS SC members contact Dee Schur to help pursue any prospective OASIS members. If you have any plans to expand to invite participant from outside the USA, please let us know so we can have our European or Asian reps help to solicit new members.

"Legislation Technical Committee ...Don Bergeron attended the NCSL's annual meeting and exposition to identify and contact new potentially interested parties. This led to an additional 20 contact points in the vendor community and legislative IT community and to the relocation of the September meeting from to to raise the potential attendance."

6. Is there anything we can do to assist with TC liaisons to other OASIS TCs not within LegalXML or to WGs outside OASIS? For instance at the planned Workshop in Vermont on Sep 7th, there appear to be some sessions discussing ebXML and RuleML. Please let Jamie Clark know if you need assistance in identifying resources from other OASIS TCs or external org WGs to assist in these discussions.

John, again, please take my comments in a constructive manner. I am pleased to see such a full report and I appreciate the leadership you are providing to the LegalXML MS.
