John,

In reviewing the summary that you provided, I find that I need more
information to make a recommendation.  I'll assume that you and Tom have
separated the wheat from the chaff and Dr. Leff and Todd Vincent's
proposals are the top candidates.  However, Leff's proposal and
Vincent's proposal appear to be apples and oranges with regard to all
aspects of the engagement including scope, qualifications and cost.   To
recommend one as meeting LegalXML's requirements, I would need to review
both proposals which creates a dilemna for me because, due to previous
legal threats, I am uncomfortable reviewing or commenting on Vincent's
work.  I am trying to fulfill my duties as a member of the Steering
Committee so please send me copies of both proposals.
