everyone,
 
On the theory that if I 
didn't get it done right away it wouldn't be done until the last minute, I've 
drafted the attached as a proposal for us to consider for adoption when we meet 
in Las Vegas. This follows the practices we have been using and I've elaborated 
a bit on how things work. However, you may feel that it is much better to handle 
this otherwise. That is, this is intended as a working draft, a starting point, 
and the Steering Committee must eventually choose what its policies will 
be.
