This is my interpretation of the contract.  Jim Cabral, please correct me if
I misunderstand or misstate our agreement.  

MTG is agreeing to complete the specified tasks on an hourly rate not to
exceed the contract amount.  If it does not need the full amount of time set
forth in the contract, it will not bill for the hours not used.  If MTG
requires additional time to complete the specified tasks, MTG will complete
the tasks within the contract amount.  

The problem that may arise is the identification of additional tasks.  We
believe that we have made a very good assessment of what remains to be done.
If TC members identify additional components or major revisions to the
domain models and messages that they desire to have included in ECF 3.0, we
will have to defer them to the next release of the specification.  

In short, MTG is under no obligation to take on tasks other than those
specified in the contract.  It agrees to complete ECF 3.0 as defined in the
scope of work, not as a majority of TC members might wish to redefine the
scope of work.
