Proposal: Retained messages MUST be stored according to the servers capability to store messages, however a conforming implementation MAY decide to not retain QoS 0 retained messages over server restarts irrespective of how well it stores Qos=1 or Qos=2 messages. (was: Retained messages SHOULD be kept over restarts of the server, however a conforming implementation MAY decide to not retain QoS 0 retained messages over server restarts.)
