Description:
Section 3.1.2.3.2WD07 line 630: "The Will Retain flag has no meaning if the Will flag is 0" is a little vague, we should put the flag in a known state.
Section 3.1.2.3.3 "Will QoS" The server is not required to validate the Qill QoS if the Will Flag is set to 0

Proposal:
If the Will Flag is set to 0, then the Will Retain Flag MUST be set to 0
