I think that the list of optional features is:

* QoS 2
* retained publications
* cleansession false

and that maximum message size belongs into a separate category of "constraints".  "Constraints" or limits, could also include maximum number of outstanding QoS 2 messages.

I also think that advertising server capabilities is fine, but we do not want to have capability negotiation, which would add too much complexity.
