As Andrew Banks suggested, I have removed the hard coded limits I had previously put in the specification, and added non normative text 'It is the responsibility of the application to select a suitable Maximum Packet Size value, if it chooses to to use this property if it chooses to restrict the maximum packet size.'
As Brian suggested, I have removed the unnecessary 'there is'.
I made the text about 'not retransmitting an oversized packet ' NON-Normative as suggested.
