Move the mandatory normative statement about supporting at least one network transport to section 4.2.  Reword chapter 7.  Done in wd16.

(recursivity is pretty in code but not in COnf clauses!) Additionally there is no need for any “MUST” in a Clause. That is preferable in order to avoid confusion with regular normative statements in the specification body, a conf clause should be worded more like a rule: “if the <conf target> satisfies/follows/fulfill…. Then it can be claimed conforming according to clause ABC”, or “a <target> that satisfies/follows/fulfill…. Can claim conformance as an <MQTT Server/Client”.
