From the specification;
"..Because PUBLISH messages with QoS level -1 âcould be sent at any time by clients (even with no connection setup"
I took this to mean that there is no issue with a broker processing messages received at -1 from a sleeping client. Perhaps we could confirm this, and make clear in implementation notes precisely when -1 messaging is allowed.
