Change text (WD38 line 966-975) as follows:
Line 966 replace with "We use URIs because they..."
Lines 970-975 should be a footnote or indicated as non-normative by inserting "NOTE:"; prefer footnote.
The section is not clear; commenter raises good points. If the SHOULD is important to good implementations, retain it as normative text.
