"REST" is a reference to the Fielding Dissertation; it is also used as part of "OBIX REST" non-normative reference.

On line 151 "Specific discussion on HTTP/REST binding has been moved the [OBIX REST] document" suggests that further discussion is there, but there are 10 more references.

Line 214 REST is used without a reference.
Line 260 REST is the title of a section, and REST is described without a reference. It is usually better to cite than to repeat.
