Relative URIs need a reference; it's already in the normative references. [RFC3986]. 

URI Reference also should be cited at the first occurrence on line 245 [RFC3986] and at line 950 where it is italicized and apparently first defined.

Line 952 is incorrect: a URI reference may be absolute or relative; text should read "...MUST be an absolute URI and NOT be a relative URI..." (Section 4.1 RFC3986)
