The original author suggests referring tohttp://unicode.org/reports/tr21/tr21-5.html but of course that document essentially also says that the unexpected may happen:

    * For example, in Turkish the letter U+0049 "I" capital letter i lowercases to U+0131 "ı" small dotless i.

Nevertheless it may be appropriate to refer to that document  which at least documents the behaviour (including the local dependent portions).
