Michael,
I have no objection to leaving this as "should" but would point out that support for an attribute isn't the same thing as should/shall for what the attribute covers.
That is there may be an optional attribute, but if I support it, then true = shall/shall not, etc.
Just want to be clear on which case we have here.
Is the attribute optional or is the behavior (in any case) simply should?
