These are the changes in draft 11

compared to draft 10:

- Dennis is now listed as editor of part 3
- The bibliographic index has been splitted into two, one for normative 
and one for informative references.
- The document has been adapted to the most recent OASIS specification 
template. This required three changes:
   1. The bibliographic references are at the top of the document
      now rather than being appendixes.
   2. The "Notation" section now is named "Terminology".
   3. The conformance clauses are now a chapter of its own rather than a
      section within chapter 1.
   Please note that the changes have the result that the chapter numbers
   are increased by one, except for chapter 1.
- Information regarding the element and attribute cross references has 
been added to the "Terminology" sections, and the background of the 
cross references has been change to gray (That's a change Patrick 
already applied to part 1).
- A sentence regarding the use of Courier for element and
attribute names has been added to the "Terminology" section..
- Straight and curly quotation marks are uses more consistent.
- The Unicode name of the "/" character has been added in section 3.7.
- The name of the OWL ontology in appendix B has been corrected.
- A list of changes has been added.

I would like to propose that we conduct a Committee Draft voting for 
this draft.
