I notice that I end up having to use a search that includes resolved issues so I can see whether or not this is something that is pending and I can check for it happening.   I am not sure what there is to do about this other than to train myself to do broader searches to be sure that (1) I am not introducing a duplicate and (2) there is a resolution that I have to look for being applied in a posted draft to know exactly what the resolution was thought to be.  This is awkward and makes for a lot of work for me as a reviewer.  Not sure what would have it go smoother though.
