Proposal:
BASE:
In Syntax, change all Number types to Integer types for all parameters.
Constraints: X ≥ 0, 2 ≤ Radix ≤ 36, MinimumLength ≥ 0
Remove Portable Constraints.
DECIMAL:
Constraints: 2 ≤ Radix ≤ 36
Remove Portable Constraints.
Negative values are not allowed, all parameters are integer, no radix > 36 defined.
