Referring to "Standard Securities Calculation Methods, Volume 1 - Fixed Income Securities Formulas for Price, Yield and accrued Interest, 2007 by Securities Industry and Financial Markets Association"

Formula 8 on page 72 covers this.

The RV (Redemption) value argument is the Redemption Value of the security per $100 par value, so it follows that the result will be per $100 par value.

The Open XML file format documentation (http://www.ecma-international.org/publications/files/ECMA-ST/ECMA-376,%20Second%20Edition,%20Part%201%20-%20Fundamentals%20And%20Markup%20Language%20Reference.zip) has a more readable version of the formula.
