OOo accepts [UNICODE] characters as identifiers and strings. Some implementations of string processing functions may not handle characters outside BMP correctly (i.e. assuming UCS-2) but I'd consider that a bug to be fixed.

I'm fine with "Evaluators shall accept and process all characters as defined in [UNICODE]."  I don't know how to "produce" characters other than by the CHAR() and UNICHAR() functions, was that meant?
