That is incorrect.  Although it is awkward, perhaps the best way to put this is that

"The number returned is an exact integer multiple of 10^-Digits."

That is, when Digits = 3, the number returned is an exact integer multiple of .001

When Digits = -3, the number returned is an exact integer multiple of 1000.
