What in my opinion is meant by "presumed to be true" is that if svg:x and svg:y are not present, then be behavior is like having a chart:auto-position attribute with value true.
Suggestion:
"The default value is true if the svg:x or svg:y attributes are not specified. It is false if the svg:x and svg:y attributes are specified."
