the elements that _declare_ variables are indeed the <*-decl> elements that are enumerated in the sentence you quote.
<text:variable-set> does not declare a variable; it sets the variable to a new value.
i think <text:expression> does not even set a variable, though it may read variables.
immediately preceding the sentence you quote there is:
"Variables shall be declared before they can be used."
so a <text:variable-set text:name="foo"> without a preceding <text:variable-decl text:name="foo"> would be invalid.
of course the sentence that you propose to delete can be figured out from the schema,
so i don't have a strong opinion against deleting it, but i don't see a good reason to delete it either.
