i like Michael Brauer's proposal.

i think pretty much everything is there:
- the text:active description tells what an inactive page variable does automatically
- the text:active description tells what an active page variable does automatically (with the proposal from Michael Brauer)
- the text:active description tells that the page variable is inactive by default
- the text:page-variable-get description tells how to read the page variable
- the text:page-variable-set description tells how to set the page variable to a new value

we don't explicitly mention that the page variable does not need to be declared.
but the absence of a <page-variable-decl> element is a strong hint  :)
