I have an improvement on my suggestion, which was to replace the first sentence with: "Any user variable has only one value in a document."

Rather, since the second sentence repeats the first, clean it up to read:

"If a user variable is set anywhere within the document, all fields in a document that display that user variable have the same value."

And delete the first sentence.

While we are here, make: "In a consumer's user interface, a user variable can be set at any occurrence of a user field, or by using user variable input fields." a note.

Delete: "In the OpenDocument file format," and make the remaining part a full sentence. (last sentence, we are already talking about the OpenDocument format, just say the rule.)
