To make sure I understand your concern:

The wording presently reads:

"The <draw:marker> element represents a marker, which is used to draw polygons at the start and end points of strokes. Markers are not available as automatic styles."

Probably should read:

"The <draw:marker> element represents a marker used at the start and end points of strokes. Markers are not available as automatic styles."

To make it clear the element doesn't draw anything, but that is a minor issue.

For that element, the attribute svg:viewBox specifies a user coordinate system, within which svg:d then draws a polygon.

I am not real sure what is missing in that scenario? 

True, we don't use the attributes you mention from [SVG] but that is only one way to specify a marker. If you think of markerWidth and markerHeight as establishing the rectangular coordinates of a marker, then svg:viewBox does the same thing for ODF <draw:marker>. Yes?
