We've generally avoided closing proposals. We've been moving them all to ODF-Next.
As far as scope goes, I could argue this either way. For example, if you don't mention the word "clipboard" and talk merely about conventions for representing a portion or fragment of an ODF document then it fits nicely. Clipboard could be one use. But it could also be used for selection-level digital signing and other things.
