This was discussed on the 2010-09-20 call and Dennis said that there is an issue other than being able to find the correct place in 1.2.  There is a change concerning what text can be assumed to be in-line text of the document from 1.0/1.1.  Dennis will provide clarification.  The Needs Discussion was added by Oliver.
