Awkward, maybe, but not much different than what happens with image maps.  

And of course there's the interesting prospect for drawing shapes, including <draw:text> and <draw:object> in the interior of a <text:a>.  And don't forget <table:table> down in there, along with change-tracking.  

It's hard to know what folks implement and what they do when a consumer encounters something like this that they aren't designed to produce themselves.
