The submission talks about a function that defines formats. We do not have any other functions in ODF that defines formats and in fact we avoided even suggesting to describe functions with a formatting component such as HYPERLINK.

The description given in the submission seems to have an "INPUT" and a "FORMAT" function where the latter defines a format that somehow becomes an argument to the former. The existing functions LOOKUP, VLOOKUP and HLOOKUP can probably be used to implement the recoding the submitter uses as an example.
