For the HTML4( 18.2.) <script> element its attribute "language" is deprecated and "type" designated instead. In ODF 1.3 <office:script> (3.13) we ought to follow that model. HTML4 uses the attribute "charset".to refer to the encoding. The attribute "src" is used for non-inline scripts When it is envoked in HTML, the <script> element would be empty.
In the use case for storage of a (pre) compiled along with an uncompiled version, there must be a way to explain the relation between both scripts. Indeed, it may be necessary to clarify whether it is binary data or not but I disagree with the original suggestion to use office:binary-data, see also the notice at 3.13.
