There are 4 places in ODF 1.1 section 9.5 where a "$" parameter modifier is explained with the following text:

 * If "$" is preceding a integer value, the value is a indexing a draw:modifiers attribute.  The corresponding modifier value is used as parameter value then.

This language was corrected in ODF 1.2.  In ODF 1.0 Errata 01 (and IS 26300:2006) there were partial corrections to only some of the 4 occurrences.  

The inconsistent and incomplete correction was detected in WG6 review of IS 26300:2006/COR1/COR2/AMD1.
