This proposal should include a clear description of the intended effect of these specifications. Obvious questions are:

Given a style with  style:text-properties that is applied to the 'bc' and 'de' substrings in the string 'abcdef', where would the borders supposed to occur? Where do the  fo:padding-* length measure from? The ink bounding box of the glyphs, the logical bounding box of the glyph or?
