Would it be sufficient to add a new section to Part 3, a section 3.9 "Interactions Between Encryption and Digital Signatures" and then put a simple statement, like:

"An OpenDocument Package Producer that both encrypts and applies a digital signature to a document SHALL first encrypt per section 3.4 and then apply the digital signature per section 5."
