TC meeting 2018-03-12: objection regarding use of under-defined terms "margin" and "ident" in the proposal; "margin" should refer to <style:page-layout-properties> attribute fo:margin-left or fo:margin.

will repurpose the now somewhat obsolete OFFICE-3946 for changes to the existing attribute; once that is accepted, update the proposal here.
