PowerPoint 365 uses the <draw:plugin> for video and sound, if it saves to ODF format. The use is mentioned in https://msdn.microsoft.com/en-us/library/jj671244%28v=office.12%29.aspx

So LibreOffice and MS Office use <draw:plugin>, we cannot drop it.

I suggest further discussions here should only be about <draw:applet>.
