The resolution "Considering for ODF 1.3" was not accomplished. A new "Fix Version" is needed.
In the meantime a new W3C Recommendation exists: https://www.w3.org/TR/2018/REC-css-fonts-3-20180920/. It expands the font-variant property and introduces a font-feature-settings property.
LibreOffice has implemented to use some OpenType features. LibreOffice writes it with the ":" syntax, mentioned in the proposal from Keith Stribley. So that should be considered too.
