I have read through the issue discussion at KOffice and OOo, and I think
the cause for confusion is the loading, i.e. the creation of empty cells
in the loading app.

OOo says, that @default-cell-style-name (dcsn) does not apply to empty
cells created at load-time.
KOffice says, that @dcsn applies to all cells created in its scope
during load.

Since the relevant part of the specification was originally created by
the OOo Calc team, I think it is relevant to listen to what their intent
was, when specifying @dcsn. In the issue discussions, it is said, that
this intent was that @dcsn should not apply to generated empty cells.

Now, the issue seems to be, that some people are interpreting the
specification in a way that @dcsn should apply to generated empty cells.
An interpretation that is obviously inconsistent with the intent the
spec was written in.

If the specification can be interpreted in a way, that is contrary to
its original intend, I believe it should be updated in a way, that
clarifies the interpretation and an errata be issued accordingly.

E.g. if the intent was that @dcsn is not to be applied to application 
created empty cells, this should be explicitly mentioned, since 
obviously implementors are being confused.
