A few questions:

1. Section 4.2.2, step 3, how does that work ?
    In other words, how does portal know which IDP was used ?

2. Why use different name ID formats for base and optional cases ?
    Why can't we just use one format for both cases ?

3. In section 8.1.2,  should Issuer and IDP Entity ID be the same ?
