NEW ISSUE: Title: More on multiplicity 0..1

DESCRIPTION:

Two areas of concern came out of the discussions of Issue
53.
      a) For a reference whose multiplicity is 0..1, there is no
requirement that the runtime present data configured in the domain
composite
      b) There is no way to see if the partnerRole is set, short of
attempting to use it, and getting an exception



PROPOSAL:

The attached document is a proposal which started with the
CD02-rev7 document posted by Dieter on 21-JAN-2010, with its changes
accepted.

DISCUSSION: Points a) and b) above are orthogonal issues.  The proposed changes are in separate areas.  Point a) may be more appropriately resolved in Assembly, rather than in BPEL.
