- Agreed that due to concerns over proposed client scope and the likely future
  additions of conversations, and that we allow implementations to add scopes already
  that adding client scope to the spec. is not appropriate.
- Discussed if not having any concept of scope in C is a problem.
  - There are extension points to allow an implementation to add it
  - No idea how an C runtime would manage an implementation lifetime
