Description:

Section 5.1.1 of the Java EE spec had a normative change made to it in the creation
of WD-03

Before the creation of WD-03, the Java EE spec said:

"Implementations that support an install step separate from a deployment step may use
the Add Deployment Composite function to allow composites to be added to an installed
SCA-enhanced Java EE archive without modifying the archive itself."

Now it says:

"Implementations that support an install step separate from a deployment step SHOULD provide
the Add Deployment Composite function to allow composites to be added to an installed
SCA-enhanced Java EE archive without modifying the archive itself."

Proposal:

Accept the new form of the text.
