I'm not so sure.  For example, // has special meaning in XPath, and I
believe URI/IRI canonicalization doesn't know that:
        /foo/bar[position()=count(//foo/bar/baz)]

And what about namespace prefixes?  XPath depends on surrounding
context; URI's don't.
