OO Formatting help

rather than risk OASIS refusing to publish the Tech Overview CD because 
of 'template non-compliance', I'll ask here for formatting help for Open 
Office

The spacing (on the enclosed) of the first page is screwy and I cant fix 
it. Any ideas?
