I would note that the operational context of this processing rule is "the success or failure of the <AuthnRequest>" -- i.e., the success or failure of the requested authentication. If, however, there is a failure in processing the AuthnRequest message itself (e.g., signature verification failure, inability to verify ownership of the AssertionConsumerService URL, etc.), the IdP need not (perhaps even should not) return a <Response> message. The use of language like "under any circumstances within its control" may inadvertently serve to obscure that distinction.
